Ukraine has accused Russia of a cover-up over the spill of thousands of barrels of oil from two tankers that split in two during a devastating storm in the Kerch Strait.
A senior minister said that the ships should never have been in the area where they foundered and both had switched off their AIS for days before they broke up in heavy weather in December.
