A ban on the use of heavy fuel oil (HFO) by Arctic shipping comes into force next week but loopholes mean hundreds of ships will be unaffected for five years, according to campaigners.
Ships flagged by Arctic coastal states can avoid the regulations until 1 July 2029 along with double-hulled ships with protected fuel tanks, according to International Maritime Organization rules.
