Tankers sold by Western owners that end up in the shadow fleet should be hit by sanctions on the first day they load Russian crude, said a senior economist at the Kyiv School of Economics (KSE).
European Union measures aimed at limiting sales of often elderly vessels have been ineffective, as they pass through several owners before ending up in the fleet of hundreds of tankers hauling Russian oil.
