Western nations could enlist Italian anti-mafia investigators to publicly expose the hidden owners of shadow fleet ships, potentially strengthening a sanctions strategy that has been only “marginally effective” in reducing Russian oil revenues, according to a new report.
The “naming and shaming” of shipowners is one of a limited number of tools available to further tackle an expanding fleet that some fear could undermine safe international shipping, according to the report published by US think tank the Atlantic Council.
