A contract to build up to six LNG ferries could go to Norway's Aker Brattvag or Kleven Verft even though a Polish price offer is better.
Three bids all price the job close to NOK 1.3bn ($190m) but Gdanska Stocznia Remontowa shipyard is said to be lowest by some NOK 3m.
But Norwegian politicians are saying it would be a "scandal" for the Norwegian to award the work to the lowest bidder.
