A "dead ships" scandal has been exposed by British unions who claim ships without flag or registration are involved in illegal activities including smuggling people.
Union inspectors have come across several cases of dead ships in British ports. The ageing and substandard vessels are often joined by foreign seafarers who, the unions claim, are employed for as little as 82p ($1.36)
