Shipping’s top regulator has urged fast-growing flag states to properly police the state of their ships as he warned of the growing dangers from the swelling shadow fleet.
Arsenio Dominguez, secretary general of the International Maritime Organization, revealed on Tuesday that he had met representatives of about 25 African flag states in 48 hours in Tanzania in November.
The number included some that have rapidly expanded on the back of the shadow fleet growth.
