Ukraine has issued arrest warrants for 24 ships it says have been involved in the illegal export of grain from areas under Russian occupation.

The majority are Russian-flagged and owned vessels but include one Greek-operated ship and several on the books of one of the world’s largest registries, Panama, according to a list supplied by the government.

Ukrainian officials said that grain looted from areas seized by Russia since the start of the invasion in February 2022 had mainly been delivered by truck to Crimea, which has emerged as a major grain smuggling centre.
