Pakistan's customs service has threatened legal action against container lines unless they drop port congestion surcharges.
The Dawn website said customs collector Saifuddin Junejo gave ship agents three days to consult with owners.
He added the surcharge should not be collected in the meantime.
Junejo said lines could not impose the surcharge unilaterally, especially after a reported agreement was made on 24 March that there would be a 15-day delay in introducing it.
