Skinner was the controversial driving force behind the British European & Overseas (BE&O) protection-and-indemnity (P&I) scheme and its management operation, DGS Marine, which operated outside the mainstream P&I market.

Healthy premium income figures, growing tonnage and extraordinary low claims levels pointed to BE&O and DGS being highly successful but the major brokers remained reluctant to do business with them.

Although the ventures were privately owned by David Skinner and he was firmly at the helm, there is a staff of about 75 and operations in 10 countries that suggest BE&O and DGS Marine will survive the founder’s death.
