When Crowley Maritime sought to start its tanker fleet in the mid-1990s, officials first tried -- not unsurprisingly -- to do so with tankers.
Crowley executives thought they had struck a deal for four or five vessels but then the selected yard raised its quote. The owner walked.
Just a few years later, Crowley was back in the market but this time for articulated tank barges (ATBs).
