The European Commission hailed the bloc’s ship recycling rules for helping global regulators enforce the Hong Kong Convention this year.
But it has blamed European owners for reflagging ships or selling them to cash buyers who reflag for any failings in the regulation meeting its objectives.
An evaluation of the European recycling rules, which have been in force for seven years, has been submitted to the European Parliament.
