Six northern European nations have reportedly agreed a deal to check the insurance cover of shadow fleet tankers carrying Russian oil.
The Financial Times cited officials briefed on a scheme agreed at a meeting of the Joint Expeditionary Force of Northern European nations in Tallinn on Monday.
Ships will be required to prove they have adequate cover or face sanctions, as the net continues to tighten on the ageing vessels keeping Russian exports flowing.
