Its marketing and commercial director Hanung Budya told the Tempo website the move was a response to a recent case of smuggling.
The new terms should be in force by 1 July.
One of the measures suggested includes compulsory activation of satellite systems so Pertamina can track ships.
Owners who do not comply will have their deals torn up.
