Reuters cited three sources as saying the state-owned oil major wants to tackle queues caused by US rival ConocoPhillips freezing its Caribbean operations in a legal dispute.
PDVSA is notifying customers that it will stop receive ships for loading at Jose or Paraguana until it manages to fill vessels already there, a source said.
