The European Union has struck a deal on an eighth package of sanctions against Russia with an oil price cap at its heart.
The cap would allow for Russian oil to be delivered to countries outside of the EU but only if it is below a certain price, which is yet to be announced.
The policy is designed to limit Russian profits from oil sales but the latest packaged faced major opposition from Greece, Cyprus and Malta because of concerns about the impact on their shipping industries.
