The problem I would try to reduce or eliminate is the extreme cyclicality. To begin to fix that problem, I would start by copying the aviation industry and allow only two shipyards.
The opportunity I would pursue would be to power all newbuildings over 100,000 dwt with nuclear propulsion using a standard design. This solution requires zero carbon and, with thousands of identical power plants, is also low-cost.
