Poland's Industrial Development Agency (ARP) has made a bid to buy back Stocznia Gdansk (Gdansk Shipyard).
It has offered to acquire the stock from its Ukrainian owner, the PNS news agency said.
ARP has more than 18% in Gdansk currently, but wants to build this to 100%.
It also plans to acquire engineering company GSG Towers, owned 50% by Gdansk and 50% by ARP.
