The 113,000-dwt Kyeema Spirit (built 1999) is firmly lodged east of the island of Aegna Saar, in the anchorage area of the port of Tallin, local reports said.
Three Estonian tugs have arrived at the scene, as well as a navy vessel. Finnish authorities are also monitoring the situation.
They said the vessel was in ballast, but has an unspecified amount of fuel on board.
