Diplomacy levels are set to ramp up as the latest round of shipping climate talks end, with the much-anticipated stalemate intact.
A week of talks at the International Maritime Organization have ended with common agreement reported on a proposed fuel standard, as well as some of the detail on how the emissions from different fuels will be measured.
But no agreement was reached on the thorny issue of an economic measure that would put a price on carbon emissions.
