Pacific Island ministers insist they are willing to compromise on a new text for greenhouse gas emissions reduction regulations for shipping, providing they get the equivalent of a levy within it.
Their governments have been arguing for an emissions levy at the International Maritime Organization, where every tonne of CO2 emitted from vessels has a price.
For them, that price is at least $150 per tonne, although they say the argument is not about raising money for themselves.
