The Danish Shareholders Association (DSA) has set up a new group called the Association of OW Bunker Investors, it said on Friday.
It will seek compensation for losses sustained when the ship fuel trader went bust in November.
The group will look to work alongside institutional investors like Danish pension funds, who have already formed an alliance to take legal action.
The DSA has been contacted by more than 6,700 shareholders, it said.
