Estonia has accused the Russian government of using its merchant fleet for intelligence operations.
The BNS agency cited the Estonian Foreign Intelligence Service as saying civilian ships are an extension of state authorities.
It claimed Russian vessels are attempting to enter naval training areas in other countries, or other areas closed to ship traffic.
Attempts to enter foreign territorial waters without permission, under the pretext of needing shelter from storms or technical repairs, are becoming more and more frequent, it added.
