An esoteric note from the US Treasury Department giving companies two months to "wind down" their dealings with blacklisted Cosco Shipping Tanker (Dalian) pushed down tanker stocks midday Thursday.
Shortly after noon, the agency's Office of Foreign Assets Control said those dealing directly or indirectly with the Cosco Shipping Energy Transportation subsidiary have until 12:01 a.m.
