US Customs and Border Patrol (CBP) has issued its first ruling on a floating offshore wind project.
In a letter, the agency said neither of the plans that New England Aqua Ventus is considering to build a floating wind turbine offshore Maine violates the Jones Act by partially using foreign barges.
"[The ruling] signals that you can do a floating project and don't have to use all US vessels to do it," said Winston & Strawn partner Charlie Papavizas, who represented Aqua Ventus.
