Russian giant Gazprom is pursuing two Baltic Sea production plants aimed at delivering shipping fuel.
The government-controlled gas monopoly is considering a mid-scale facility of up to 1 million tonnes per annum.
The plant, which could be built at Vyborg outside St Petersburg, is targeted for operation in 2016, according to a draft of a Danish Maritime Authority-commissioned report.
A small-scale plant at Kaliningrad is proposed for a 2017 start-up.
