Freeport LNG founder Michael Smith is planning a second LNG export plant on the Texas coast.
He has just emerged behind a December application with the US Department of Energy for an export license covering 2.8 billion cubic feet per day.
In a re-filed application, Smith-controlled Gulf Coast LNG Export said it is planning a four-train liquefaction facility at the port of Brownsville, near the border with Mexico.
