The Water and Power Authority (WAPA) of the US Virgin Islands said Thursday it has received a permit that will allow it to build permanent offshore vessel mooring for VLGC-size tankers.
The permit, issued by the US Army Corps of Engineers, is part of a scheme between WAPA and trading group Vitol to convert power plants on St Thomas and St Croix to use propane instead of fuel oil to generate electricity.
