About 400 workers at Western India Shipyard (WISL) have been charged in connection with a protest over wage arrears.
Mormugao police have registered an offence of forming an unlawful assembly and wrongfully restraining pedestrians and vehicles, the Navhind Times said.
The rally was organised over alleged non-payment of wages for between eight and 10 months, the newspaper said.
Mormugoa Port (MPT) was blocked for nearly 20 minutes.
