The order follows the filing of a complaint against the 73,100-dwt Oriental Saga (built 1995) in the Eastern District of Louisana.
The plaintiff, Stemcor USA, claims the vessel is refusing to release steel bars that it purchased from Zhongyuan Special Steel Co, a Chinese manufacturer.
It’s unclear why the bulker’s owner asked its local agent not to offload the cargo when it arrived in Houston earlier this month.
