Several shipowners and industry groups have filed a lawsuit against the US Coast Guard over pilotage rates in the Great Lakes and Saint Lawrence Seaway.

The litigation argues that the latest rule setting the fees imposes "substantial rate increases" and added surcharges that plaintiffs say are "arbitrary and capricious" and that run contrary to the Administrative Procedures Act (APA).

"The final rule violates core requirements of the APA, resulting in a systematically biased rate-setting methodology exploitative of ratepayers," the lawsuit claims.
