WWF, the environmental group, has called for shipowners to be held responsible for all oil spill costs, including restoration of affected areas.
In a report published today ("The Prestige: one year on") the group points out long-term damage to the local economy after last year's spill off Spain has been put at E5bn, while the International Oil Pollution Compensation Fund will only cover E175m.
