Joe Miniace, widely regarded as the architect of the labour deal which revolutionised US west coast ports, has resigned as president of the Pacific Maritime Association (PMA)
Miniace was PMA president during its bitter dispute with the International Longshore and Warehouse Union in 2002 which saw a two-week lockout and intervention by President Bush before a ground-breaking six-year deal was reached.
