Managers of the Liberian register have called on the UN to set up a "fully transparent" scheme to audit the west African country's handling of the income from the flag.
The call from the Liberian International Ship & Corporate Registry came as the UN decided to maintain economic sanctions on Liberia because of evidence of continuing instability and corruption.
A report by a UN monitoring panel recommending sanctions be maintained also urged the setting-up of an independent commission to rebuild "corrupted institutions" such as the ship register.
