The controversy over delays to tankers using the Bosporus Strait has been stirred up again, with Russia accusing Turkey of trying to force oil exports to go through pipelines over its own land.

Viktor Kalyuzhny, Russia's deputy foreign minister, said the key waterway was operating at only half capacity because of "inadequate" Turkish traffic control, behind which lay political reasons.

Russia and other former Soviet Union states bordering the Black Sea depend on the Bosporus and Dardanelles to export crude oil.
