The GATX Corporation subsidiary, which operates United Shipping Alliance, a Great Lakes bulker pool, with Oglebay, was reported in US media as making its offer conditional on its ships' crews switching from hourly pay to salaries.
The change in employment costs would enable American to calculate whether it could afford to take over Oglebay while remaining a unionised company, according to the Detroit Free Press.
