A shock rise of 186% in the number of major non-conformities with the International Safety Management Code has alarmed the Paris MOU port-state control authorities.
The PSC regime recorded 3,539 major ISM non-conformities last year and in its annual report says the huge increase over 2001 is a trend which has continued for some years and “provides a clear indication that management systems are not working for certain ships”.
