Venezuela has reportedly racked up a $1bn debt to liner operators because of delays in returning containers.
Reuters reports that the debts have piled up as the country's government has taken a larger role in importing food and other goods.
Some of the containers have not been returned at all, instead piling up at oil industry facilities or in empty lots and roads around the port city of Puerto Cabello.
