A Qatar terminals company is to offer incentives to big boxship lines calling directly at Hamad Port.
But the measures will only come into force if no transhipments are made at other ports within 250 nautical miles.
Other Gulf states like Saudi Arabia and the UAE have been operating a shipping embargo against Qatar.
The official Qatar News Agency said that QTerminals will reveal the details of the incentives at a later date.
